As the local filing authority, I am pleased to make available to county officeholders and candi-dates the forms needed to comply with campaign and financial dis-closure laws.

The County Clerk’s office accepts filings from officeholders and candidates for County Judge, County Commissioner, County Attorney, District Attorney, Sher-iff, County Tax Assessor-Collector, County Clerk, District Clerk, County Treasurer, Consta-ble, Justice of the Peace, County Court or Statutory Probate Court Judge, and Harris County School Trustee.

Filers are strongly encouraged to reference the corresponding form instruction guides and pertinent sections of the law when com-pleting the campaign and finan-cial disclosure forms.

Campaign Finance Disclosure

County Officeholders and Candidates must file a Semiannual Campaign Finance Report with the Harris County Clerk’s Office [at 201 Caroline, 3rd Flr, Rm. 330] in accordance with Title 15 of the Texas Election Code.

Personal Financial Disclosure

Every county officer and employee as defined by Chapter 159 of the Local Government Code must file an annual Personal Financial Statement (PFS) [at 1001 Preston, 4th Flr, Rm. 426] with the Harris County Clerk’s office by April 30th of each year. In 2012, all candidates running for election, including unopposed candidates, must file a PFS by March 12th. Software to Generate Required Disclosure Forms
To facilitate and make the campaign and personal financial disclosure form completion process more efficient, the Texas Ethics Commission (TEC) provides software which may be downloaded and used to create and print the PDF documents required for filing with the County Clerk’s Office.
